Senator Philip E. Haines was born on Dec. 31, 1950 in Mount Holly. He attended Burlington Township High School and is a 1976 graduate of LaSalle University. He earned a law degree at Rutgers University in 1981, and was admitted to the bar the same year.

The Senator served in the New Jersey Army National Guard from 1970 to 1976. From 1999 to 2004 he was a member of the New Jersey Council on Armed Forces and Veterans Affairs, and currently serves on the executive board of the Burlington County Military Affairs Committee. He is also chairman of the United Way of Burlington County.

Senator Haines served on the Burlington County Board of Chosen Freeholders from 1997 to 1999, and was county clerk from 2000 to 2008. He was sworn to the Senate January 8, 2008.

Mr. Haines, who is widowed, is the father of one son, Dennis, born in 1986.
